FEI CALENDAR 2011

Applications are now being called for FEI events to be included on the AUS calendar for 2011.

The form (with payment) must be returned to me by MONDAY 30TH AUGUST to ensure that the dates are submitted to Equestrian Australia on time.

When you are considering your proposed dates, please keep in mind that the South Australian Tom Quilty Gold Cup will be held on 30th September 2011.

Fees are the same as last year.

Fees Payable on Application.
These fees are payable for listing an event on the official FEI Calendar.  Please Note: The FEI Calendar fee is non-refundable even if the event is cancelled. All Calendar fees and Organising dues are required to be paid at the time of applicationCalendar applications will not be accepted without payment.

FEI Courses for Officials and Veterinarians 2010

Invitations are issued to Divisional members of the AERA and members of foreign National Federations to attend the FEI Course for International Candidate Judges, International  Judges, Veterinarians and Stewards to be held in Brisbane, Australia, on the 15th, 16th & 17th October 2010. 

Venue:  Sports House, cnr Castlemaine and Caxton Streets, Milton, Queensland.

MANAGING A CONFLICT OF INTEREST AT FEI EVENTS

With the change in the endurance rules, ensuring that horses must qualify progressively through the star ratings, more FEI competitions are planned in the future.  In Australia we have a small number of accredited FEI endurance officials who will be called upon to officiate at these rides.  Under these circumstances the probability of a conflict of interest occurring will increase in frequency.  Therefore, this will have an effect on the availability of officials and their ability to progress through the star ratings in their relative role. 

Please refer to Article 158 in the 23rd edition of the General Regulations published on 1st January 2009 (below).  It is noted that this is different from the conflict of interest clause in the 22nd edition published in 2007. It is also noted that there is no reference to conflict of interest in the new endurance regulations.  

Article 158 - Conflict of Interest
1. A substantial appearance of a conflict of interest exists whenever others
may reasonably infer from the given circumstances that a conflict exists. A
conflict of interest is defined as any personal, professional or financial
relationship, including relationships of family members that could influence or
be perceived to influence objectivity when representing or conducting
business or other dealings for or on behalf of the FEI.
Conflicts must be avoided whenever practicable. However, conflicts may be
linked to experience and expertise that is necessary to qualify Officials, the
specific balance between conflict and expertise shall be regulated by the
relevant Sport Rules.

The following process has been approved by the AERA and must be adopted by the Organising Committees so that perceptions of conflict of interest may be resolved.

  1. Invitation from Organising Committee (OC).

When an official receives an invitation from an OC to officiate at an event, he/she should declare a conflict of interest on receipt of the invitation or subsequent to the invitation and prior to the event, if they know that one would exist at the event.  The OC can either: withdraw the invitation if the conflict of interest is unacceptable; or the OC may, due the experience and expertise of the official, extend the invitation and manage the conflict of interest in the conduct of the event.

  1. Managing a Conflict of Interest.

At the officials meeting prior to the event, a conflict of interest (as defined in Article 158) should be declared by any official.  It is then the responsibility of the Ground Jury to manage the conflict of interest so that any inference or appearance of conflict of interest is minimised or negated.  Conflicts of interest and their management should be declared at the pre-ride meeting of competitors.  As the Ground Jury’s authority starts one hour before an event, it cannot then stand down officials if the OC has accepted the conflict of interest declaration made at the time of invitation and their name is in the published schedule.

FEI Events in Australia

 
In the past Australia have had special dispensation to use our AERA logbooks at FEI events instead of the official FEI/EFA passports.  This is no longer an option as the FEI is insisting that each national federation must be using the same documentation at international events. 
 
The AERA has come to an agreement with the EFA that instead of the full FEI passport ($260), AERA state divisional members may compete at FEI events using the EFA National Identification Document (NID).
 
The NID is available from the EFA National office at a cost of $88 and is valid for four years.  A veterinary identification will be required.  You will need the NID to compete at all 3 Star FEI events.  You will not need the NID to compete at 2 Star events.  Also, you do not need to be a member of the EFA to purchase a NID.
 
Members are also reminded that all horses and riders must have a current FEI registration to be eligible to compete at FEI events.  Cost is $20 per year per horse, and $20 per year per rider.

Documentation Required to Enter FEI Rides 2009

  • The horse must be in possession of a yellow log book i.e. it must be a “current” Endurance Horse.  All horses and riders entering FEI rides must be registered with the FEI. This is done by filling in the required form which is available on the AERA website and sending to the Equestrian Federation of Australia (EFA), see address on the form with the required fee (currently $20 per horse and $20 per rider).  This registration is valid until the 31st December.   It is the responsibility of each rider to present to the Ride Secretary at the time of entry the FEI registration of themselves and their horse. These numbers can be sourced from the FEI website www.horseport.org    under “Lists” Horses and Riders.
  • To enter a 1* and a 2* ride the horse and rider must be registered with the FEI. 
  • To enter a 3* ride the horse must have a National Identity Document (NID) or an FEI passport.  These documents are obtained from the national office of the EFA. The forms are available on the AERA website.
  • The National Identity Document will cost the owner of the horse $88 and is current for 4 years.  It requires veterinary identification of the horse and then it has to be returned to the EFA for stamping before it can be valid.  A horse may not enter a 3* ride without this NID or an FEI passport.  FEI registration is required as per items 1 and 2.
  • The FEI Recognition card is required if a horse with a NID is going to compete overseas.  The cost is $245.00 and is valid for 4 years.
  • The FEI Passport is required when the horse is competing overseas.  If it is known the horse will be competing overseas it is prudent to obtain the FEI Passport instead of the NID.  The cost of the passport is $285.00 and is valid for 4 years.
  • For all these documents the horse is required to be identified.  In the case of the FEI passport, the veterinarian doing the ID may be an accredited AERA veterinarian.
  • The above documents are all available from the national office of the EFA and are currently on the AERA website.  Please allow a 3 week turnaround when ordering these documents
