It is with great regret that we announce the postponement of this ride on Sunday. The weather conditions preclude us from providing a safe track, and the ride base is waterlogged. The FERC Executive is in discussions with QERA and the ride base management to secure a new date. We will announce this as soon as possible.Thanks for your understanding. RESIGNATION OF QERA TREASURER
It is with sad regret that I have received the resignation of our Treasurer Mrs. Anne Barlow for personal reasons. Anne has played a pivotal role on the QERA SMC as Treasurer for many years and in this time she has raised the standard of work practices to be in line with what would be expected in the commercial world of business. In doing so she has consolidated the association’s financial position to the point that we are able to do many things that the other states cannot.
Anne will be greatly missed on the SMC and her position will be difficult to fill. On behalf of the SMC and members I wish her well in her future endeavours and hope to see her at some rides this year.

RIDER REQUIREMENTS TO ENTER THE TOM QUILTY
To compete in the Tom Quilty Gold Cup National Championship Ride, a rider must be a current member of their State Association, and be a qualified Endurance Rider (not Novice). He/she must have successfully completed a 160km in one day ride at any time in their endurance riding career, and be a minimum age of 12 years in the calendar year of the event. Evidence of this successful completion must be provided at the time of pre-nomination.

LOGBOOK AMNESTY
At the recent AERA meeting, the AERA accepted a suggestion to implement a logbook amnesty to horse owners whose logbooks do not carry their registered breed name until the 31st March 2010. Members should contact their State Committtee to organise any name changes.
Any member who is found to have a horse under an incorrect name after this date may face disciplinary action.

CHANGES TO THE QERA CONSTITUTION 09/12/2009
17.4 a) any two members of the Association shall be at liberty to nominate any other member to serve either as an executive officer or as a member of the Management Committee. Concurrent nominations may not be accepted for both executive officer and Management Committee;
17.4 b) the nomination, which shall be in writing and signed by a member and his proposer and seconder, shall be lodged with the Secretary at least twenty-eight days before the Annual General Meeting at which the election is to take place, and should include a resume of not more than 300 words;

MINIMUM RIDING TIMES FOR NOVICE HORSES/RIDERS
The AERA would like to make a clarification to the intent of the minimum riding time for Novice Horses and Riders rules (A24.3, A45.5, R3.6a, H5.4a).
All horses competing in training rides shall comply with a minimum riding time determined by the ride committee in consultation with the Chief Steward and Head Veterinarian. The minimum riding time shall be calculated by dividing the distance of the ride or leg by 14 kph
This amendment is currently going through the voting process at AERA and will be introduced into the Rule book in 2010.

ACCREDITED TPR STEWARDS
If you are an accredited TPR steward and have not received your badges could you please contact Dorte Colja who will organize for them to be sent out.

100% COMPLETION AWARDS
The 100% awards were introduced back in 1998 to encourage riders to look after their horses in competition. These are Green 240km to 399 km per year for endurance rides (this does not include training rides) without a vet out. Withdrawals do not affect the awards as they are considered to be an important part of the rider understanding their horse and making a decision in it's favour in any time.  Red is 400 to 799 kms per year and blue is 800 + kms per year. Unfortunately though this total can only include Qld affiliated and Qld dual affiliated events. However the TQ (being our national championship) distance is included.
In 1999 the 100 % awards were further expanded to include two other 100% longer distance awards - Silver for horses who have achieved either green, red or blue badges on consequtive full years to reach a total of 1,500 kms or over. Gold for horses achieving 3,000 and over.

REST ORDERS
This year, and in accordance with the policy of the other States, the Chief Steward will retain the logbook of any horse that has been issued with a Rest Order. The logbook will be kept by the Horse Welfare Officer until the Rest Order has expired. The book will be returned to the registered owner of the horse by registered mail.The date and time of the expiration of the Rest Order will be printed on the Rest Order by the Chief Steward before the form is handed to the horse owner.

FEI RULE CHANGES
A reminder that, with the changes to the FEI Rules this year, only Open riders on Open horses can enter any FEI Ride, and these riders must work their way up through the star categories. In other words, they must do a 1* ride before they are allowed to enter a 2*, and they must do a 2* before entering a 3*.
Also, for FEI Rides, the rider and horse must have a current registration with the EFA/FEI, and if it is a 3* ride, they must have a horse 'passport' or equivalent ID document for their horse.
FOREIGN RIDERS
Don't forget that foreign riders must have a letter or certificate to show that they are a current member of their National Association (eg NZ, Japan, Malaysia, etc) and they must pay the Day Member insurance fee as well as the standard Ride entry fee, and be entered on the Day Member list.

QERA GOLD MEMBER INCENTIVE
Some members in 2010 will be eligable for a GOLD MEMBERSHIP INCENTIVE . Have you been and active Chief Steward, TPR, SMC Member, Ride Organiser, Ride Secretary, or significant Ride Volunteer? If so you may be eligable for the Gold Member incentive which will allow you to a reduced membership fee for 2010 as well as reduced ride entry at participating rides. The purpose of this incentive is to encourage and reward the volunteers of our sport.
RIDE ORGANISERS:
For this to work it is important that you submit a list of Ride Personal identifying those whom have made sufficient contribution to be eligable for Gold Membership to Dick Collyer qera-calendar@aera.asn.au ASAP.

QERA State Committee is keen to assist any prospective Ride Organisers to register and develop new ride venues in local areas for our members.

We feel that there are possibly some potential new Ride Organisers amongst the membership who may have thought about running a ride but do not know where to start. There are certainly many more ride venues not presently used. We’re keen to help foster these members and their ideas and help bring them to fruition.

There are many older members who have been involved in running events for several seasons who could mentor new groups starting off and QERA is keen to assist wherever possible. Please don’t be afraid to bring your ideas forward and ask for assistance – contact any of the QERA committee (contact phone numbers and emails are elsewhere on our website) for help!

MITAVITE VETERANS DISTANCE COMPETITION 2010

This year to recognise our more senior riders QERA will conduct a competition for riders who will turn 60 years of age in the 2010 membership year. A special trophy will be presented at the Annual Awards for the 'VETERAN RIDER' who accumulates the greatest distance in affiliated endurance rides (excluding training rides)

PROPOSED AMMENDMENTS TO NOVICE HORSE RULES
H5 Novice Horse and the Novice Horse Logbook
1. A horse is a novice horse until all the following requirements have been complied with:
a) A Novice Horse Logbook must be registered for that horse, which must be presented when the horse is entered as a novice horse at an affiliated endurance ride - except in the case of the THIRTEEN MONTH (H.8) rule.
b) At least 4 affiliated endurance rides in any riding division must be successfully completed - excluding training rides.
c) A minimum period of 150 days must elapse commencing from the date the horse successfully completes its first affiliated endurance ride.

5.2 A novice horse must not be entered in an affiliated endurance ride when the total distance of the ride is more than 100 km For To AERA in March
5.3 A novice horse may only enter a maximum of five affiliated endurance rides of between 80 and 100 km inclusive in any 150 day period, retrospective from the date of the ride to be entered. For To AERA in March
5.5 A Novice horse must not be entered in successive endurance rides unless there has been a minimum period of 25 days between the rides. For To AERA in March
5.6 A horse cannot progress from Novice to Endurance horse status until it is a minimum of 6 years of age. For To AERA in March
GOLD CARD PROPOSAL 
That QERA Inc recognises the contribution of its volunteers by introducing the following:
a) A “Gold Card” fee which will be lower than the standard membership fee. The amount of this fee is to be determined by the QERA SMC.
The Criteria for “Gold Card” will be that in the previous membership year, the member was:
1. An active CS for at least one complete ride.
2. A Ride Secretary.
3. An active TPR steward for at least one complete ride. (part rides do not count)
4. The executive member (President, Secretary, Treasurer, Vice-President) of an affiliated Ride Organizing club, or a member of the QERA SMC.
5. A significant volunteer for at least the whole weekend of one ride (or the equivalent). Eligibility for this is to be determined by each Ride Organizing club, who will submit a list of eligible members to the QERA SMC.
6. All new members will receive a reduced membership for the first year or part year of membership

Explanation of the process.
When a motion is specific to QERA i.e. increase membership fees, gold card proposal etc., the SMC implement the motion as soon as possible.
If the motion is a rule change, i.e. Novice Horse Rules, QERA submits the motion to the next AERA meeting where it is put on the Agenda for discussion and first vote. If the motion fails the first vote, it is removed from the Agenda.
If the motion passes the first vote, it is then placed on the Agenda for a second vote at the next meeting. A full AERA report is printed on the website and in the newsletters. If any member has concerns about a motion that has passed the first vote or the direction their SMC has taken, then they can contact the SMC before the next meeting. The SMC’s then have a chance to re-look and debate the motions and give the delegates direction on how they should vote at the next meeting.
At the next meeting, the motion is voted on for a second time. If passed then it is introduced into the rule book at the beginning of the following year. The mid year AERA meeting is the last meeting a motion can be presented for implementation the following year.
Each Division is entitled to a number of votes proportional to the number of members in each Division at the end of the previous year. This is currently calculated on 1 vote per 100 members or part thereof. This does not include non-riding or affiliate members. In 2009 QERA had 7 votes. No Delegates can vote on an individual basis.
